The evap fan runs for a couple secounds and cuts off, it will do this for 12 to 15 times before the fan turns on. The evap coils had some ice on them but not to much. The defrost coil was not hot, I melted the ice with a hair drier. Is this the circuit board of fan or both.

If you can access the evaporator fan, remove the wires and test it with a cord directly. If it runs independently, replace the adaptive defrost board. Your description sounds more like a bad fan motor, though. Part number: AP4700070
