The real problem on my washer was not the brake, the seals were deteriorated so the water leaked to the bearings and rusted them out. I replaced the bearing and seals and that solved the rest of the problems with the belt smoking.

Thanks for the reply! It turns out, that my problem was the brakes and I was able to R&R them without pulling the washtub or anything--just the motor/pump assembly. I'll keep in mind your situation for the future: after 8-9 years of good service, I expect more issues...
