Whirlpool model ED25VFXHW

I've been looking at old posts, but can't find exactly what I need.

The Compressor is hot, but doesn't seem to be running or vibrating.
No frost or snow on the coils.

One of your replies says it could be the starter; I'm not sure how to get to the starter. I can't find a clear picture of what it should look like.

Any suggestions would be helpful.

Here's a parts breakdown of your compressor compartment. The parts you want to check are #'s 12 and 13. Also bac could be the capacitor. All these parts are on the list below the diagram. Hope this helps.
