The outside of the refrigerator is slightly warm to the touch (near the top and sides). When I give the lower side of teh fridge a kick, where the evaporator fan is located, the fan kicks on for a bit and the outside of the fridge cools down. After a minute or so, the fan turns off, and the outside of the fridge heats up. Could the fan motor just going out? Or is there a sensor that could also be associated with motor? What initiates the motor to turn on, is it temperature based?

The evaporator fan is in the freezer compartment. Are you kicking the refrigerator that high? The condenser fan is located in the lower rear compartment withe the compressor and the condenser coil. BOTH the condenser fan, and the evaporator fan should be running while the compressor runs. Replace the fan motor that doesn't run.
