I removed the back of the dryer to check for belt slippage and I noticed that the wires leading to the heater element are not insulated and there are small sparks sporadically. The sparks look like the burning of small particulates. I looked at the replacement part on this website and there is no insulation on the wires. Is this sparking normal? I am concerned about the fire possibility.

I would be concerned too the way you described this, what I "think" your seeing is what happens to dust as it hits the glowing red wire of the element, if you truly had a spark or short, your household breaker would have reset by now.
