Broiler works, oven does not. igniter glows orange but valve never opens. igniter resistance is 268 and change. the voltage to it is 124vac. I'm thinking the igniter is the problem but wanted to check and make sure. I have a part number of ap3133265. Flat type. Testing at the safety valve shows 1.0 ohms between contacts.
I also have a single top igniter that doesn't spark. I can get to it by removing the burner but the wire connector is too far back to reach. Is this model's top hinged? I have pulled but it wont budge. before I really pull hard I want to check so I don't break something.

Gas Oven Igniter Testing 1st remove storage drawer. 2nd locate igniter wiring it comes through the bottom of the oven above the gas valve two wires only. 3rd Unplug the stove and remove one of the wire nuts, separate the wires.4th set your digital multimeter to AMPS ac and move the red test wire to the 10a spot on your meter.5th hook your test leads red and black to each wire you split earlier in step 3. 6th Plug stove back in, turn oven and wait 2 minutes and observe meter. A good igniter will have a reading of 3.2 to 3.6 on the meter. As you can see in the picture this igniter is bad.Gas valve will not open with a reading of less than 3.2 Fix= replace igniter. I bought one online for $18.00 including shipping, all the stores wanted 50 to 75 dollars.Remember to unplug stove when changing any parts or when disconnecting any wiring.
