I turn on the ac and the fan will run but only very slow even on fan only. The compressor tries to run but just clicks. The compressor will click about eight to ten times and then the unit trips the house breaker. could this be the capacitor and how do I check that. please help.

ps while it is running cool air is coming out but not cold.

I guess I am asking if there is a way to test the compressor. If the compressor is bad then at almost $400.00 for the part I will look at a new unit. if it could be the capacitor or something simple then it is worth fixing. please help.
