This unit is in my rental house. I Think it is a Roper, I'll find out shortly.
The freezer is not working, the fridge seems kinda cool, I just put a thermometer in Fridge to measure Temp.
Do you think the defrost timer may be stuck?
How should I troubleshoot this fridge?

At this temperature all the ice would melt off the defrost coils. Remove the cover inside the freezer and check the coils. How should I troubleshoot this fridge? First check to see if the compressor is running. I'll check out the sites you posted. I'll check the compressor to see if it is running. The fan is running in the freezer.

The compressor seems hot, I can keep my hand on it comfortably for about 5 seconds, before it feels too warm to the touch.
The freon lines are both warm. Both the return line to the compressor and the pressure line are the same warm temperature.
Seems like when I changed the temperature control from off to cold...I heard the compressor try to start then kicked off. ? Not certain, now unplugged fan to hear the compressor better.
Pulled the start capacitor off compressor, Ohm reads ...builds up resistance in one direction, then with leads reversed on the capacitor, builds up resistance in the opposite direction. this probably is correct. 10 micro farad/ 120 volt.

The overload protector trips after about 12 seconds when the refrig is plugged in.
The capacitor test shows initial reading, then infinate on a digital ohm meter set at 20,000 ohms... and then with leads reversed, once again an initial reading then infinate ohms. Seems to be correct.
Is it possible the compressor is locked up? The compressor will heat up the overload protector within 12 seconds, while there is no indication of the compressor actually moving freon.
Any suggestions ?

It really did not seem like the compressor was running.
It was definately getting hot, before the overload protector broke the circuit.
I didn't recognize the compressor relay when I saw it. I thought it was just some type of electrical connector to the compressor.
The actual compressor relay only measures probably 3/4 inch square, maybe 1 inch... of plastic housing type 3 spade connector component.
When kaput...these relays sound as if they could have B-B's rattling around inside of them.
New relay was $18.92 with tax.
Problemo solved.
