Both the refrig/freezer not cooling. The refrig is running. There is frost build up in the back of freezer. Is it possible that a fan isn't spinning? Please help!

Based on your description,

Yes, the fan may not be running, but,

You more than likely have a defrost problem, you need to remove the back
wall of the freezer compartment.

Test the defrost heater and defrost thermostat for closed circuits on both parts.

If they check proper, then you will need a control"mother" board.
