My washer fills with water but wont't agitate or spin. I've taken it apart and see no visible damage or broken part. The motor runs and nothing happens. Motor coupling is intact. I suspect the brake or clutch. Is there a way to test either?

You have something stuck in the pump, just remove and pull it out.
