I was at work but my wife says she was heating up the oven for dinner. She heard a pop and then the oven temp just kept getting lower and lower. I unplugged the range and using the WD attached to the back of the oven ohm'd through both heating elements. The broil checked good (15.6 ohms) but the bake element was open. I removed the cover and noticed the obvious, the element was busted in half. I picked a new one up and installed it but the oven still doesn't work. I ohmed through the oven temp sensor which reads about 1100 ohms at room temperature. From what I can gather this is normal for 75 - 80 degrees. The stovetop works fine and the control panel appears to work. The clock, timer, and lights work for sure. When I try to use the oven (broil or bake) the temp just sits at 100 and it stays cold. I have checked all the wiring that deals with the elements and they have good power and they check good for continuity. Only thing I can figure it that something is wrong with the control panel. Any other suggestions or any way to tell for sure if the control panel is fubar? Also, I haven't been able to locate a PN for the control panel. Any help there would be nice as well.

Very possible the shorted oven heating element caused damage to the control board (aka a clock/timer). Unfortunately there is no any safety device, like a fuse or thermostat, to prevent damage in such situation.

You do have the wiring diagram and can check if there is outgoing power from the control board when it calls for heat. The correction is to replace the control board.
