I cannot remove the water lines that go in and out of this valve. Do I need special tools or is there a special technique to remove this? will the replacement part come with these special clips/washers. it looks as if they slide onto the plastic waterline and click into the valve but are not meant to be removed. please help this is very frustrating.

You may just need to grasp the first piece the plastic tubing touches and push towards the valve while gently pulling the tube the opposite direction... No special tools or threaded fittings to deal with... If this won't work and you have enough slack in the tubing then cut the tubing at the old valve (straight and even cut and be mindful of which tube is which) and push tubing into new valve...
