I have a 10 year old State electric water heater in a weekend house. I turn it on and off via a wall switch when I arrive and leave. The last 2 weekends it would not turn on until I hit the red reset button that is behind a panel and above the upper heating unit control know. What does this mean regarding repairs?

If it works now, you might have a bad upper control thermostat. Just replace it.You might have a shorting upper element also, just check for shorts or pull the element out and check.
Also, did the unit dump out any water from the overflow valve?
