freezer sect at 27 degrees, ice cream soft, no frost on rear panel... no ice production, water valve replaced and defrost timer replaced on previous repairs,

Remove the back freezer panel and describe the frost pattern, or include a picture.

I see no frost on the coils, is that correct?

You have major refrigeration problems for a pro to look at. Make sue he/she checks compressor pressures.
