I have a Kenmore 629.45766 drop in range and the broiler element does not come on. I pulled the top and checked the voltage to ground at the output pin on the relay card - 0. I get a reading on the bake and clock pins.

I don't see any other symptoms. The wiring harness do not look burnt. I tugged on each wire and they all seem made up. The connections all look tight.

To get to this point I have already replaced the clock (the original diagnosis by the Kenmore Service man), relay card and broiler element.
