Ok folks, here's the problem. This thing was not cooling at all and the compressor was replaced with the correct model and type. Appliance repair company came in and installed the new compressor but both sides of the unit didn't seem as cold as when it was new, but it was acceptable. 2-3 years later the freezer is working -10 to -12 deg. The fridge is now at 48 to 50 degrees. I have replaced many things on this fridge and could order parts from APPLIANCE PARTS PROS I knew what to look for.

Fahrenheit or celsius?
Where is the temperature settings?
Is the compressor running all the time or is it cycling?

Check that the damper (Item 15 in Section 2) is opening.

Thanks for the ideas. I ripped apart the freezer and found the evaporator fan running on high and pushing a great amount of air. The evaporator was not iced up and then I removed all of the ducting that directed cold air to the fridge through the wall separating both units. The vanes were open and when everything was reassembled in the freezer, I felt cold air being directed to the fridge. The freezer temp is now at 0 but the fridge is still at 50 with the vanes open, I checked the opening by sticking a butter knife into the unit and noting that it went all the way through. I also checked the opening for the return air at the lower part of the fridge and those are open. The compressor does cycle. I am wondering if the return air is blocked somewhere that I can't see. I'm thinking of blowing some compressed air in that vent and seeing what happens.

Check the air diffuser (baffle) as instructed in the Tech sheet.

I felt cold air being directed to the fridge. The freezer temp is now at 0 but the fridge is still at 50 with the vanes open

Freezer temp looks good, fridge is still 10 degrees high.

How much time did you give it before checking the temps.
If the items in the fresh food went to room temperature it will take some time to get it back down to the correct temperature. Give it 8 hours.

Also you can check if cold air is entering the fresh food side by placing a tissue over the vent.
