Bottom of freezer keeping meat frozen, top of freezer won't freeze water. Side by side frigidaire 23 cu ft. Fridge seems to be keeping things cold. Any ideas on what part I may need to replace?

The evaporator fan motor must be running to keep the fridg side cold. I would pull of fthe back freezer panel and check the frost pattern, if only frozen in one area, you either have a bad refrigerant leak ,a bad compressor, or both.
