I received information that testing of the condenser fan motor consisted of verifying 12VDC was always present between white and red wires and 8-12VDC between the white and yellow wires when frig was running. This should indicate that the Main Control board is OK, and problem is condenser fan motor. Has anyone verified this to be true? I have these voltages present and yet a new fan motor failed to run.

Your voltages are off. The voltage between the yellow and white wire should be 6.3 volts, half of the red wire, probably a square wave. You probably have a bad motherboard.
