I checked the water inlet valve and it is working and isn't leaking, the temp is 0 degrees f., and the door seal is fine so I replaced the ice maker unit. The rubber ice tube is still freezing where it deposits water into the tray.

Change the fill valve even if you think it's not leaking. Especially if you have hard water in the area. As water pressures change (slightly) some water is probably slipping past the valve and freezing at the point where it enters the freezer. Change the valve and I'll bet ya a beer the problem stops
