unit display lights up, bells ring, its acts like it going to start, hood locks, but something buzzes back around the circuit board. I have 120 volts coming into circuit board, I checked for a 5 volt DC coming out of the 3 wire connector which has a blue, yellow and red wires, no 5 volt DC, also not green light. I just hear a buzzing noise around the circuit board or water solenoid valves, any ideas?

Jim, the buzzing is likely from the water valve W10853723 solenoids receiving 120VAC to fill the tub with water. If this is the case, and water does not flow through after verifying the supply valves are on, the valves have failed. If the 3-wire connector being tested is connection P5, it goes to the motor and would have more than 5 Volts going through to the 3-phase motor after the washer fills with water. If the testing is being done at connection P7, if the interface is operational, there would not be a need to test at this connection.
