I was given this washer (s/n 1212016411) for possible repair by a friend. The machine was found to have the drive belt broken. I removed the belt and am getting ready to replace it with a p/n 38174 but prior to doing so I tried to rotate the transmission assembly by hand, I can reach in along side the tub support but cant get the transmission to rotate at all. Is it possible the brake is holding this from turning or is more likely the bearing is seized up ? Any suggestions from other techs would be appreciated.

The brake is going to be difficult to disengage by turning the basket by hand. The brake is going to hold the transmission and spin basket until enough force is used to release the brake pads.
