I have a Kenmore dishwasher of between 1-2 years old. The problem I seem to be having is that the tub will fill with water, become completely silent, and the drain the water. Depending on the cycle, this may happen multiple times, but ultimately it never actually gets the dishes wet.

In the course of troubleshooting, I measured the voltage going to the circulation motor, and found it doesn't really change much, but just stays between 5-11 volts. In contrast, the pump that drains the tub very clearly goes straight to 120 volts when in use and sits at right around 0 when not in use. Would it be more likely then that the control panel would be the problem, or is the motor still suspect?

Any advice or detailed technical manuals would be very much appreciated.

I would say your motor is OK the low voltage you see is probably just ghost voltage so can be ignored.

I would pull the door's inner panel and check the wires from the control board down to the motor. You may have a broken one. Remove them from the motor and check them with your meter as the break may be internal and you will not see it.

Be sure to unplug the unit when doing this!!

There should be 120 to that motor during wash cycle so like Denman says, look at the timer control. That DW is only worth about 250.00 so keep that in mind when buying parts for it.

Thank you all for your help. I finally am getting a chance to reply. I did a continuity test from the ground to the front panel and was having some problems. Unfortunately, in my inspection of the wires for breaks, I apparently jiggled the loose wire and everything is working now. It's unfortunate because I don't know which connection was the problem, but there are a number of splices with plastic sheaths around them that look like they could have been the issue. I guess I'll have to wait until it breaks again to be more precise in fixing.
