We are having problems with our Kenmore top loader overflowing during the fill operation. I have reviewed MANY posts on this topic but am still completely confused.
We have done the following: Tested pressure switch with ohm meter. OK Blown into pressure switch during fill. Water shuts off. Blown into hose through the air dome. Air appears to flow into tub. Tried to clean air dome with compressed air.
As I say, I'm completely confused at this point and am not sure what to try next?

You didn't supply a model number, so I don't know which model you have.
It sounds like you are on the right track. The pressure dome may have debris in it or the opening to it. You might have to pull the agitator and clothes basket/drum, so you can clean it up.
