Washer fills, agitates fine, drains perfectly, but when the spin cycle kicks in the agitator spins but the basket doesn't "catch."

Please tell me it's something that can be easily fixed. I paid an appliance repair tech to come over and all he did was take the top cover (where the motherboard/electronics are) and didn't look any more and said it needs a new transmission at a cost of $4-500 w/o labor.

$75 lost for him not to open anything. He just filled the tub and drained, and left. I'm sure he knows his stuff, but just saying those words with no context really irked me.

Here's a video of what I see when I open it. The top gear spins, but the bottom one doesn't. Sorry for the shaky video, I have a really bad back. I can re-take the video if you guys need one.
