Electrolux E23BC78IPS7 ICE MAKER TROUBLE

Seeking advice on how to solve the issues with this Electrolux ice maker.

The thermostat wire severed which has since been replaced

The fan motor in the back of the ice maker began having a high pitched, buzzing sound. This has since been replaced.

In spite of replacements, it seems there is still frost building up on the fan contributing to ice strike on the fan blades. The ice maker will intermittently function every few months. You can here the water valve kick on and ice maker fill the tray, but only happens every so often.

The ice maker fan runs non-stop and makes the most annoying frequency/buzzing sound.

Is it a bad water valve? The water dispenser functions normally
