Hi, just purchased new Samsung front loading washer and dryer. We had a power outage and a cycle was running, now will not respond at all. After internet searches I'm pretty sure the internal fuse has blown (searches say this is a common problem with Samsung after a power outage).

Anyway... got it apart, finally located board and panel containing fuse but it is covered in a clear gel that looks like it was poured on, about an eighth of an inch thick. It mostly covers the fuse but enough is exposed to check it with a meter (can't find mine, will get it in the morning!). So, what is this clear stuff covering the panel? Is it meant to be lifted up in one piece or would I just have to cut the fuse out? I'm going on the assumption that the fuse is the problem but will check as soon I dig out my multimeter from god knows where. And yes, I checked the breaker and the wall socket has power.
