My washer Kenmore 80 series.. Top load, Direct drive. Dosn't spin most the time. Laundry is soaking wet. But If I stop the spin cycle by turning off the machine.. then Turn it back on.. It will spin 100% of the time until the next full cycle. Every single time turning the power off fixes the problem for the rest of the cycle.

The lid switch is bypassed.
I don't think its the clucth. Because it spins every time after turn on and off.
I don't think its the motor coupler. As it works fine after Power off/on

Could it be timer? Brake? transmission?
Any help would be appriciated.
