I have started with this page

At this moment I have replaced thermostat, heating element and control board. I checked resistance of old heating element (22 Ohms) and new one (24 Ohms) so both looks ok. When freezer's coil and thermostat are covered in ice there is 105 volts going to the heating element. Isn't it enough for it to work? What should be the correct voltage there?
What else can I check?
