washer will not filling so it will not start to wash clothes but it spin and empty
could this be the timer

Could be the timer but could also be a number of other things

Have you tried different temperature settings?
This will check if both hot and cold are not working.

Since it is fairly easy I would check the water supplies first.
Undo the hoses at the tap and run them into a pail just to be sure you are getting water.
If OK
Reattach to the taps and undo them from the machine.
Again run them into a pail just to be sure the hoses are OK. Some hoses have screen filter built into the sealing washers.
Also look into the machine's water inlet valves. Both of them will have a screen filter built into them, check that they are clean.
Clean them if necessary. Do not remove them as they are there to prevent crud from getting into the valve, holding it open and causing a flood.
As I said it would be very unusual for both of them to have a water supply problem at the same time.

Next I would check the water level switch with a meter to see if contacts 1 to 2 are closed, see page 8-22.

Your problem is most likely the water level switch Item 5 in the "Control panel" section.
The way it works, is a plastic tube goes to the bottom of the tub, as the tub fills water also fills this tube increasing the air pressure in the tube. When that pressure reaches the set point, the switch activates. This turns off the water valves and starts the wash cycle.

It can be the switch itself. To check get a piece of tubing with the same inside diameter as the tubing in the unit. Attach this to the switch, start a fill then blow into the tube you should not have to blow too hard to stop the fill.
If you cannot stop it the switch is toast.

Something is blocking the tub end of the tube. Just blow into it to clear the plug.

The tube is not sealing correctly at the switch. Cut off half an inch and reattach

The tube is leaking, may have cracks or a hole. Replace the tube.

The tube is not attached properly at the tub end.
