No, its half full by design. When the basket stops spinning you can hear the water stop about half a second later. Its a neat system. Before this most companies used concrete rings and blocks. Some still do.
BTW this balance ring system has been around since the 80's.

I'll listen for the swoosh of water. If I don't hear it, I can assume the ring is now empty and needs to be replaced?

Probably not. It would have to be cracked or have a hole worn in it. The only cracked ones I ever saw had been subjected to temperatures of -10 degrees F. for days.
