Whirlpool Dishwasher has no power and there is water in bottom

My dishwasher will not start. Checked power to unit. Breaker good. 2inches of water in base. No exterior leaking. Did find a metal bottle cap in bottom by the drain. Removed it still won’t turn on. Right now I have the breaker off bottom panel out and control panel open. What should I do next??? Help please!
