Steps I have done :
Completely defrosted it. Cleaned up all the coils underneath the fridge from the heavy amount of dust. Let it sit overnight without opening it. Checked that all the fans are spinning. > The one in the freezer behind the panel surges between on and off - he stays on for 20 to 30 seconds then it goes off then starts right back , then it goes off again and then it starts again and only stays on for 2 to 3 seconds and shuts off again and then starts again...

Do you think it’s the condenser fan motor or the evaporator fan motor ?

In my experience the evaporator fan (freezer) stays on as long as the compressor is running. The evap. motor like you have can fail in odd ways I've seen them where they spin a little, quit then spin a little more. Its also possible it could be the board. Now this: all the cooling I got last night ... it’s gone... Now it doesn’t even cool at all..
When I reset the power I hear the beeping that I think All fridges do which goes on for about 4-5 seconds when first plugging in the fridge, but after about 2 seconds the beeing kind of squeals interrupted, almost like a radio that works on batteries and the batteries are on their last little bits of voltage.
I know there is power going through the fridge - lights are one, the fan from the condenser motor is still spinning with no issue...
So it sound like the cooling system is having trouble starting...
What could THAT be?
Any bit of help is GREATLY appreciated...

You might be in over your head on this one. These units use a variable speed compressor fed power from an inverter, (part no. 36) on this diagram. Parts for Whirlpool GC5SHEXNS05: Unit Parts - AppliancePartsPros.comIt could also be the board (part 19) and they are hard to come by. There is no easy way to tell what is wrong. you could pull the boards and look for burnt traces, bulging capacitors, or obvious damage. But mostly you need a good multi-meter and the wiring diagram. A service manual would be helpful.
