I purchased a brand new part #WPW10201322 for my oven / stove model JES9750CAS02. However when I tried to plug it in before installing it will not spin. It has power and you can hear it turn on to work but the fan does not spin. It's like it's rubbing or something when it's turned upright the way it's supposed to be. But there is nothing it seems to be rubbing on? I took just the exterior metal part off where the fan is so I could look inside and try to spin fan to see if it worked, I didn't see anything that was stuck in the fan like packing peanut or styrofoam debree etc. And the fan was very hard to move when fan was facing up on side. But moved fine when facing downward. The fan will only work when its turned upside down, so the fan is pointed downward. I have videos to show and pictures, please help. I will try to post not sure how to, thank you in advance for your help!
