Seems to overfill the cup we have under it and run down the front of the door and onto the floor . How can this happen with the water being shut off to the fridge?

Why is the water dispenser leaking Without any city water turned on. Could it be Pressure in the lines from the heat in the home. It is on Arizona!!!
