Okay, thanks, ThatGuy, I'll replace the pads and post whether or not that helped at all.

So today I received and installed BOTH sets of pads. The old ones weren't in bad shape but one of the curved pads was worn more than the other two. Put it back together, did a load, and my Roper stayed still for the entire load. That fixed it. Didn't have to try the suspension springs or the balance ring.
