Quick update - I've swapped both the old and new control modules out multiple times, and the ice maker has functioned normally with both of them. There have been no water flow issues in two weeks. I have no idea what the problem was or what fixed it, but it does not appear to have been a faulty control module.

That is certainly bizarre! Best guess is there was some corrosion or something messing with contacts? I don't know. The important thing is that it's working. Sometimes you just have to go with the flow and take credit for something working even when you have no idea how you fixed it! We've all been there at some point.
