I have a Whirlpool top load model WTW57ESVW1 and it has two problems, possibly related. On start up as the water is filling the agitator kicks on, the second is that it does't spin the clothes dry because it is dumping water in after the spin cycle as its last operation, the extra rinse option is not selected.

This is a common complaint. Your temperature switch is likely to blame. On your model it also is the water level switch. See part Whirlpool WPW10248240 Temperature Switch - AppliancePartsPros.com
This switch should prevent the timer from starting the agitation until the water is full. When it fails the cycle begins prematurely. As you stated correctly both problems are usually a result of this failed part.
