Two days ago a tech replaced the cold control and defrost timer to fix a "too warm" freezer section. Fridge/ freezer is now good with regard to temp, but it runs all the time. I'm wondering when the tech replaced the defrost timer if he put the "pigtail" wire of the timer on the wrong timer lug and if that would cause the fridge to run all the time.

If your defrost timer is a continuous timer, the compressor will always run except during the defrost mode (18-30 mins). Then after defrost mode is complete, the will run for 8 or 10 or 12 hours (dependent on the timer you have).

EDIT --- What I said above is inaccurate, the compressor (and defrost timer) SHOULD stop when the specified temperature is reached in your freezer/fridge. Sounds like you have have an issue with the thermostat temperature control. Trying turning them down to the lowest setting and see if the compressor shuts off. If it doesn't shut off, then you have a problem with the thermostat.
