So I recently moved into a new apartment and had to switch my dryer from a 4 prong to a 3 prong cord. This is where the problems began. I followed the procedure, middle contact is neutral and the outer contacts are your L1 and L2. Then attached the ground wire to the frame. The dryer will turn on and go through it's cycle with 0 heat. After reading and troubleshooting, I tested the following components for continuity but I was able to get a tone across all parts. Well I replaced them all anyway to no avail. I'll attach a picture of everything I've replaced because maybe there's a missing link here. Is there a voltage I can check for at the element while it is running? (Yes I understand this is very dangerous) Thank you! TrevsDryerAintWorkin attached the following image(s):

This is of course dangerous to test and should be done by someone with experience... that out of the way, first check should be your outlet. Make sure you have 240 volts at L1 and L2 and 120 volts from L1 to N and L2 to N. If you have good readings there you should get 240 at your element as well

I checked my meter on a regular 120 outlet to make sure it was reading right. At this point I guess it's up to the maintenance guys so I don't blow up the building. ;) Thanks for the tip!

Turns out it was a breaker issue and there was no 240 at the machine.
