The freezer was starting to warm up. I took off the back panel and realized the condenser fan is not starting sometimes. If I touch the fan with my finger, the fan will spin and continue to spin until the compressor turns off. But the fan will not regularly turn on when the compressor turns on. What do I need to replace in order for the fan to turn on the compressor comes on?

Here are your parts
Parts for Amana BRF20V1W / P1321313W W Refrigerator - AppliancePartsPros.com

Sounds like you need a new fam motor.
I would check that the motor is getting 120 volts first just to be sure that a bad connection etc. is not lowering the voltage to it.
If the voltage is OK then I would replace the fan.

Thanks for your assistance. The current going to the fan was 120V, so I ordered the part that you have listed. It is out of stock, but hopefully it will come shortly so that I can replace it. Thanks again.
