Sounds like a problem on the control board.

You could unplug the unit and check across the heater relay contacts at the board with a mete If it is 0 ohms then the relay contacts are welded together.

Then it is either replace the board or tthe relay on the board.

If the contacts are open then the problem is likely with the electronics that control the relay. Then you will have to try a new board.

Yes I would agree with that.

All depends.
Manufacturers do not publish schematics or sell replacement board parts.
So you have to get a number off the relay and then try to find a replacement relay. Try electronics supply houses like Digikey etc.
Then you need some experience with soldering, solder and a soldering iron/gun.
Solder wick or a solder sucker will make getting the old relay off easier.
Or getting a friend who has all the above to do it is even easier.

You cuold try popping the plastic cover off of the relay and separating then cleaning the contacts but in my experience this is just a temporary fix as they will pitt and weld together again.
