I've had this dryer for over 6 years and haven't had much issue till recently. The dryer's breaker are not tripped but only getting 110v. I reset the breaker and it gets 220v. I plug in the dryer and it goes back down to 110v (does not trip breaker). So I tested the outlet with a 220v welder and that works just find. Stays at 220v with welder. Once I plug in the dryer, it goes down to 110v. I tested all the sensors and they all had continuity. I've replace the circuit board and still the same symptoms. Any suggestions?

How is the cord looking? You could take the cord off and check it for continuity. Also check where the cord screws onto the lugs.
Only one leg is getting power to the unit.
