The plug reads 120 on both sides and on the bare wore ends (cord is ok), but did NOT read 120 both sides at terminal block. I changed those, but still no power. Any suggestions? Thanks

First check the voltage at the outlet by using a multimeter set for AC Volts. You should have two flat (hot) slots and one L-shape ("ground") slot at the wall outlet. If you are reading 240Volts between two flat slots and 120Volts between each flat and L-shape slots, the outlet is providing correct power. If not - check the circuit breaker. P.S. BTW, what is a PCW that you replaced? Thank you. Simon.
