Top of our freezer started melting, and the fridge wouldn't stay cold either. No frost buildup, so the defrost cycle seemed to be running fine. After getting everything out of the fridge, I found the sheets with the diagnostic tests. Went into the service mode and ran the test for the evaporator fan as I thought that was the most likely culprit. Sure enough, the evaporator fan would not start up.

The fan was labeled with 120VAC on it, so I removed the fan and tried hooking it up to 120V line voltage. It did start running, but it also started smoking which prompted a quick unplug. I decided to also check the voltage across the fan connectors in the freezer when enabling and disabling the evaporator fan through the service test. This is with the fan disconnected, just a multi-meter connected to the terminals. When the fan is supposed to be off, it reads 100VAC, when I enable the fan, it reads 98VAC. So, I'm unsure at this point if this is an issue with the evaporator fan, or an issue on the control board. I also checked the defrost thermostat and that opens and closes appropriately. Any thoughts?

This is a bit of a concern. If the unit/compressor has been running for an hour or so there should be a fairly even coating of frost on the evaporator coils.

Sounds like a bad fan also blew the control board.
I would replace both.

If the voltage to the fan is low then that can also burn out a fan.
