Should timer on timed drying be running when machine is not?

New to me Whirlpool dryer (model WED5840SW0). If I turn the timer knob to timed drying cycle it will count down to zero (off) if the dryer is not drying (running). Is this normal?
On all previous dryers I've had, the timer would not count down when the dryer wasn't drying (running).
Age of dryer was an estimate based on what I found online. Please let me know if you need any other information.

Yes, that is normal for this model.
