My dryer is overheating. I replaced the hi-limit thermostat and the thermal cutoff. I checked all of the venting and cleaned it to result in a strong airflow. The heating element looks okay and has continuity. The outside of the dryer gets very hot and the clothes are almost too hot to handle. it does not go into cool down mode even though the timer shows it as being intuit cycle. I set the temperature selector on air dry (no heat) and it still got extremely hot. What could be causing it to do this?

Below are your parts
Parts for Whirlpool WED4900XW0 Dryer - AppliancePartsPros.com

They are for a XW0 unit.
I think that the WX0 on the model number you give is incorrect.

When you checked the heating element did you check that it was not grounded?

Unplug the unit and bothe wires from the heating element.

Check across the element should be around 8 to 12 ohms.
Then check from each side of the element to it's case.
Both should be infinite ohms.
If not the element is grounded and should be replaced.
This can cause part of it to heat alkl the time and the thermostats cannot regulate the heat.
