Washer does not agitate looking for which part to replace

Hi,
I have removed the front cover and started a cycle. The motor gets hot but does not move. If I turn the washer belt by hand the agitator does move. When I remove the motor and plug in the electrical connections it spins around fine.
I know I do not have a problem with the motor because I have another motor from a good washer and it still does not work.
Could this be a problem with the transmission? I was able to move it by hand and it seemed to move without too much resistance.
Could I have some problem with the power supply? I would like to know which part I should replace to fix this.

I just noticed that if I place the motor on the ground so it has no load and connect it start a wash cycle the motor does not move. If I just touch it the motor starts right up. I tried this on two motors one which came from my neighbors working washer therefore I know its good. Both do the same thing. Is there a power supply part I can purchase? Maybe a speed controller?
