I am trying to replace the Tub Boot, but after removing the agitator I cannot loosen the bolts holding the tub. The bolts seem to be very rusty and I see some rust around the center hub. Am I pursuing a fruitless cause? Can I cut the head of the bolts off and then replace them? Any tricks here?

This is a 20+ year old machine and given where you say you have rust I think it is a cause that is better served by replacing the machine with a no frills basic top loader. You will be much happier for doing so, and this machine owes you nothing.
