I noticed last night that the items in my freezer had frost on them and were not frozen. I took everything out and took the back panel off, there was no frost on the coils. Kept it plugged in over night and the temp read above 60.

What could be the issue? The fan inside is spinning and the one under the frig is also. I just cleaned the coils underneath the frig but have a feeling it is more then that. I can hear the compressor cycling(clicking on and off). Please help!

Your model number is incomplete.
Please check it.
Kenmore numbers are usually 3 digits, a period and then an additional digits.

On most unit the condenser/compressor fan and the compressor are wired in parallel so when one is on the other should be on.

If the condenser fan is on and the compressor is fast cycling it is either a compressor problem or the start device for the compressor.
The compressor is not starting so it overheats trips the thermal protect and then once it cools down some it tries to start again.

When the compressor is on you should be able to feel it vibrating.

Below is a link on how to check things.

The compressor windings resistance test can tell you if the compressor is bad.
it does not tell you that the compressor is good as it may have a winding to winding short or mechanical problems.

Often the only way to check a start device is to replace it and give it a try.
