I have a GE Quiet Power 3 dishwasher that was not cleaning properly. It was badly clogged with hard water build up. I cleaned out the drain and all the pieces of the bottom arm and food chopper assembly, drain, etc. It started working great. Except the center arm is not spinning still. The top and bottom arms are spinning fine. I thought the pump could be going out, so I replaced that. No change... The center arm spins freely by hand and the holes are not clogged. If I open the door quickly during a wash cycle, I can see streams of water shooting out of the holes. Any thoughts? One caveat: the replacement pump/motor assembly was used. Should I try a new pump first? Any chance there could be something wrong with the arm or tube itself?

Since the top arm is spinning OK I would say that your water pressure is OK.

Double check that the spray holes on the bottom of the spray arm are clear.
They are the ones that cause it to spin.
Often they get clogged with bits of plastic etc. so it is hard to see.

Check the funnel type end of the feed tube and the rear feed tube for cracks etc.
I doubt this is your problem as the top arm rotates.
